The usual mantra and "cure" for all problems in the public domain in the last 35+++ years of Governments is:
MORE MONEY IS (always) THE SOLUTION.
Its been obvious that the root causes were not being addressed, structures dismantled or downsized as there were. and often are, very mediocre people in positions of responsibility. Never admitting that what they have put in place has not worked well.
