Oh yeah, you reminded us we forgot to mention one of the biggest parts of why the case is the biggest case ever - Yes, all wrongdoer States are involved and under international law invoked: ALL States must "cooperate to bring to an end the cessation of the international breaches". Its obviously unprecedented, but thats the law and we will all need to figure out how to force it with judicial orders!
Of note is that the World Health Organization runs the global influenza surveillance network, even putting out the designs for the tests.
