Historically HHS had oversight for disease issues. Trump for some reason pushed it into DOD at the beginning of the epidemic. Some people feel that this is evidence that the whole thing was related to (possibly US) military experiments.
We are still waiting for HHS to send us the reports to DoD from HHS regarding the reports on the DoD rollout of the "experimental covid-19 vaccine biological agents". They said the reports are so voluminous they need extra time! The laws always gave DoD a "peacekeeping role" for countermeasures such as this so it wasn't exactly Trumps fault about DoD's involvement - what is his fault is calling himself the Godfather of the vaccine - NOT a good title Trump... someone needs to tell him lol!
