If they didn't who is the plaintiff? How is that different from the fact that the HHS secretary has never had a full accounting of all adverse events under the 1986 act that was supposed to be compiled for each vaccine so that the special master can see that the listed condition is there and expedite the claim.? So the claims are rejected as not being on the list. Similar to what David Martin has reported on the prep act cases that are being denied. The fact that it hasn't been done has not been brought to trial by any department or investigated by anyone in congress. and so there is the rub. Who is the plaintiff?
