Its probably because a judiciary can't accept the testimony unless its part of a case under oath that that court itself properly administers by their rules, otherwise its not testimony until under oath, it's literally hearsay.
The NCI testimony could probably be authenticated as a jurat (a jurat is a written oath specially accepted for court) and authenticated or apostilied in writing (such as "I, expert witness name, hereby authenticate the testimony in NCI blah, blah, was given personally by myself on x day. I am of sound mind, blah, blah",) and then we could FORCE the courts to take it...
Was a case actually filed in a court with the NCI report and the witnesses offered up to the court and they really refused it? Curious.
So far as I know, The Courts, have not yet tried to reject evidence or testimony from the NCI?
All of the "Testimony" given at the NCI hearings was conducted under "publicly sworn oath". None of this "Testimony" has been refuted or challenged by the Government of Canada or any other entities! They simply pretend it never happened.

Political representatives must be strictly limited to servicing the needs of their own constituents, and must be prohibited from membership with quasi governmental organizations outside their territory. I feel that a lot of "Governments" need to have their mandates rewritten and limited!

To effect 'Meaningful Change', Humanity needs a great deal more! We need , for example to find the courage to break out of the "Herd Mentality". Resistance organizations like IOJ are useful and Laudable. But, until people can find the courage for individual declarations of their own Worth, any structural improvements would be temporary; Lasting only until the Next Authoritarian force arises.
IOJ is great! But, I will continue to fight this war on my own and in concert with other independent people. The Global Judiciary is corrupted by its dependence on Government Structures. I cannot accept their authority, or trust their integrity.

What we want to do into the future after all this case work which will take years actually, is work on civics and diplomacy education, collective actions and open government programs where we can successfully bit by bit reclaim our governance by the people and for the people and make that a standard globally!
