The only reason we may need a new treaty would be to strengthen human rights to be able to demand mechanisms to enforce State obligations to prove science and adherence to human rights norms... The WHO is not really interested in that. They want to plan for the future climate lockdown and mRNA interventions ad infinitum - ughhhhh
